The Motor Vehicles Department has come up with guidelines to standardise procedures for endorsing retro fitment of LPG kits on motor vehicles running in the State and to crackdown on unauthorised retro fitment centres carrying out gas conversion.
The guidelines, which have come into effect, had been introduced as it has been found that illegal gas conversion was turning to be a major threat to public safety as well as heavy revenue loss to the State Government, Secretary of the State Transport Authority Alex Paul told The Hindu. LPG meant for cooking cannot be used in vehicles.
As per the new guidelines, the LPG kits for retro fitment on vehicles are to be approved for each variant and model of each make of vehicle by the authorised agencies such as the Automotive Research Association of India (ARAI) and the Vehicle Research and Development Establishment (VRDE) appointed by the Union Government.
The centres will have to produce the authorisation certificate of the manufacturer and supplier to the concerned Regional Transport Officer (RTO) of their locality. The RTO has been given powers to conduct inspection of the centre and to ensure that the centres has all the equipment and qualified mechanics for installing the kits.
Prior sanction from the RTO is not needed for LPG conversion of vehicles. However, an application for approval for the LPG conversion and endorsement should be submitted by the owner of the vehicle within 15 days from the date of purchase of retro fitments.
The registered owner of the vehicle will have to produce the Registration Certificate in original, Insurance Certificate in original, Pollution Under Certificate in LPG mode, Permit and Fitness Certificate in case of transport vehicles, sale invoice with value, mentioning serial number of LPG Tank, Multifunction valve and Vaporiser/Regulator.
The copy of the approval certificate issued by the ARAI, VRDE, installation certificate, attested copies of the certificate issued by the Director of Explosives for the LPG tank and multifunction valve with serial numbers and the certificate issued by the Chief Controller of Explosive for the LPG tank and multifunction valve have to be included.
The Motor Vehicle Inspector/Assistant Motor Vehicle Inspector would inspect the vehicle and issue certificate after ascertaining the genuineness of the kit. A compliance plate has to be installed near the filling connection and it should be clearly visible.
Vehicles running on LPG should affix identification label in a vertical position as close to the vehicle number plate as practical or on left side of the front and rear safety glass and should be clearly visible from the front and rear sides. As per the guidelines, labels would have a white border and would be green in colour.
The Registering authority had been given the powers to endorse the details of installation in the Registration Certificate. Name of the manufacturer of the kit, name and address of the installer, make and serial number of the LPG tank, multifunction valve, varpouriser and regulator will be endorsed in the RC.
